Since being promoted from Chief of the Criminal Division of DuPage States Attorney's Office to this Office, Joe
Birkett has often violated his oath of Office of Protecting the Citizens of DuPage County, mostly by back-room deals
for criminals, in order to build a campaign war chest for his big day to when he would seek higher office. In order to
succeed in this, he had to shake down the criminal lawyers involved to donate to his campaign. This shake-down
was reported, I believe by Barnes Business Weekly in 2002. I wonder if he had a list of amounts verses the crime
for what he would say would be a minimum donation. Most involved in scandals of this kind do. "War Hero" Veteran
Duke Cunningham and several other had lists, why not Birkett!

In November 1996, Joe's Office prosecuted a County Highway Employee who ended up on a plea down, of 2 counts
of Criminal Sexual Abuse. The County Administrator at the time, Don Zeilenga put up the money for his bond of
$1,000.00. So this was a good start for Birkett, protecting Child Predators and putting them back on the street.
This person got to spend 364 days at Hotel DuPage, run by Sheriff Zaruba at the County Jail. It didn't stop there!
Oh no! This person was allowed to keep his job, was the beneficiary of a work-release program, that allowed him to
work over-time on weekends and during snow call-outs. He was allowed out one hour before his start time across
the street, and didn't have to report back in until one hour after the end of work. Now if anyone else gets into
trouble with the law in DuPage, do you think you will get any kind of treatment like this? I have a flier that I posted
below, so you know to keep an eye on this guy, as Joe Birkett had him taken off the registry, prior to his taking the

In the spring of 1998, there was information passed to the Illinois EPA about a paint striper that was buried in the
back yard of the Highway Department. Now, the EPA allowed this entity to police itself, and allowed them to make a
half-ass attempt, in looking for this machinery. Most of the supervisory management were well aware where this was,
as they were on-site when the machinery caught fire, and was buried by Jim Galto's weekend warriors. This is the
special group of cronies, that the Maintenance Manager gave certain individuals special assignments to, and used
County taxpayer funding at time-and-a-half pay. These are the specialized group that split up the shop, often hailing
resentment as Galto liked to reward them by abusing the yearly merit pay increases as it like to play Robin Hood in
the manner of speaking. He was actually stealing the money of well deserved employees to compensate his cronies.

along! These two clowns submitted a forged "Winter Work Requirements" in Federal Court in Chicago in an ADA
violation I filed. I was dismissed while under a doctors work restriction. This was the aftermath of being harassed
after the union push of August 1998 that lost by about 7 votes. My concern was the coercion of these types of
documents used by management to intimidate employees, to show they were in control. This is the mentality of the
management there at Highway. I suppose neither management nor Personnel never heard of THE FAIR LABOR
STANDARDS ACT. Not from where I sat! They hid this document mostly from me. I had a glance at the
Administrative hearing, and never saw it again until I had to finally file a complaint against my attorney who took over
this case in January 2001. It took me 6 months and a complaint filed with ARDC in order to retrieve the documents.
That is when I discovered that the Highway Management photocopied a signature page from possibly, a 1991
document and attached it to this 1995 document. It still had Don Zeilenga's name on the signature sheet, so this

Building, when he also appointed Jack Tenison to Personnel. They were both Committeemen in their precincts!
Nothing Political here! Tenison is the biggest joke of all. Has a masters degree in Human Resources, and in
Business Administration. Go and check out how screwed up, he had Naperville, before coming to the County. They
cheered when he left. He had the place so screwed up was the comment made to me. Now he was appointed by
Zeilenga about 2000 to run the Airport Authority at a 150,000 salary I hear. That was most likely a $50,000 salary
increase. Another example of taking care of his friends, though they were at odds most of the time. Couldn't have
been the fulfilled promise for going along with what was instrumental of what they did to me. Zeilenga was asked to
leave in 2003 after only 23 years. The man was the "King of Corruption." Highway was the tool he had use to
hand out favors whenever anyone needed the labor force. Handing out election fliers, replacing a driveway skirt or
even putting in a new culvert, usually at Board Member's request, and sometimes at their own residence. I heard
some say they felt it was part of their benefits package. Then, some got free firewood "delivered," by the labor force
of Highway. Most residents would not get any benefits of this type unless they paid for it themselves!
Zeilenga got his fair share of tree and shrub trimming around his home and even wood chips. On the days the tree
crew was supposedly off, they worked all day on County time. Zeilenga and Galto devised the "BID RIGGING" with
regards to the County Equipment that probably still goes on. It was easily done as Ford, for instance would fax the
specs out to Galto, and he would spec the new trucks exactly as what information he obtained. Galto was not bright
enough to spec a vehicle, and had no real clue, however purchasing allow him to do it. These trucks have a GVWR
of 56,000 pounds and fully loaded, most weight out just under 69,000 pounds. From an engineering standpoint, you
wonder the wear on brakes, tires, and having to replace springs during the plow season. The mechanics see the
vehicles every 3000 miles for periodic maintenance, unless a driver gets a clue that he needs his brakes adjusted.
Most don't have a clue! In fact one takes medication for a form of narcolepsy. So political hires are a plenty at
DuPage also. Then, they could wind up like Formento's Son and son-in-law and allowed to quit as they couldn't
pass the CDL drug screening. No Nepotism here!

Retaliation & Discrimination Against A Disabled Veteran!
This is the kind of headline you should not see coming from your local Government. What was your first thought?
This guy is a looney toon? Exactly the opposite! What is contained in this site is all true, no fiction. I need the
publicity in order to get this information out, so the people can make a difference, and take back their Government,
that has been plagued with corruption, for far too long.
The latest bid of corruption has me boiling mad. This shows you how there is no extent to how low DuPage is willing
to go. I exposed Joe Birkett's corruption in 2002, just in time probably to get the Illinois Republican Assembly to take
note. Birkett didn't appreciate my flier of the County's Pedophile (See Birkett Predator Deals above) He even called
me to try and use the County practice of Intimidation. That surely did not work! The flier had nothing but the facts; it
was all the truth as it happened. Birkett would have come after me if he could have, but he couldn't. Now that felony
was November 1996. It is strange that he disappeared from the registry just before Birkett announced his candidacy
for Lt. Governor. I doubt if the man died, unless he was finally caught up with. Perhaps the Grim Reaper should
swing by the County and clean that up, as Birkett can not do it. He failed the people of DuPage by "Obstructing
Justice," that would have cleaned up the Elected Public Officials Corruption. The place is now a cesspool of
corruption.
I got married in July 2004 to a very loving Chinese woman. It has taken far too long for this process of
getting her visa and allowing her to come home and join me. I recently got both my Congressman and
Senator working on to see what was going on, as all I could get out of William J. Martin, chief of the visa
immigration section at Guangzhou, is that they needed additional time for review in the administrative
process. After 2-90 day extensions, I started looking into this with a few contacts I have. I was told that in
my investigative file of this process, as was seen, there is a letter authored by someone at DuPage
County. I could not find out right now, but I'm sure I'll find the culprit to be Joe Birkett. He did say the
letter stated that I got a lot of Elected Officials pissed off at me from DuPage County. That made my
heart feel so warm and fuzzy. I'm almost certain it was your lustrous candidate that is running for Lt.
Governor, the infamous Joe Birkett. Of course he would not be able to do this without the Contacts of
Judy Barr Topinka. So they both conspired in this plot, figuring, I would not find out. Birkett does not
have that many contacts, as he is a nobody! He forgets his loss in 2002 was his own doing. I
suppose he feels he has to blame someone; surely not himself for his own short-comings. What is the
subject that got them pissed, is the fact I was not supposed to be able to retrieve the site remediation
information that exposes the cover-up by DuPage County Elected Public Officials. Your Governing
body that is looking out for your best interests. The person who gave this to me, was also terminated,
possibly because of all of this. He was just doing his job. Oh, the corruption of DuPage Politics!

like DuPage County has such a historic retaliation history of doing. Had to live up to his reputation for the corruption
entity that it is. To go after and retaliate against a man's family member is as low as you can go, that relates to
"Scum of the Earth." This is the typical sample of DuPage County's trained Professionals! It was not my doing,
yet I did cause quite an embarrassment to him. His corruption was he own choice and his own doing. You would
think, trying to run for a higher office now, he could had a little more fore-thought and consider just what the
consequences might be for doing such a bastardly act of retaliation, merely for his own wounded ego. I could tell
there was a lot of thought, that went into this thought process. Joe Birkett wants a pity-party! I encourage you to
give him one and make sure he does not move from once he has begun. Leave the corruption in DuPage County.
He does not need a bigger playground. We all saw how Ryan brought his scandals with him. Anyone who can not
conduct himself in a professional manner, does not deserve the trust and support of the electorate. He has broken
all trust of the people of DuPage, by not fulfilling his oath of office. He has allowed criminals to roam the streets on
plea deals, in order to build his campaign bank. This man has no business in running for any office in politics. He is
way too corrupt! He should be behind the same bars as the people he has allegedly convicted, like Rolando Cruz. I
hear he'll be too busy defending off class-action suits soon. He'll be too buried, up to his ass in paperwork, trying to
defend the corruption he has allowed to fester, while he has protected the County Board from prosecution. They all
need to be replaced! You have the power to clean up DuPage on voting day in November. The States Attorney has
not be able to clean up the cesspool. You can do his job and get a fresh team in to watch the money. They all have
a history of wasting taxpayer dollars.

hear he'll be too busy defending off class-action suits soon. He'll be too buried, up to his ass in paperwork, trying to
defend the corruption he has allowed to fester, while he has protected the County Board from prosecution. They all
need to be replaced! You have the power to clean up DuPage on voting day in November. The States Attorney has
not be able to clean up the cesspool. You can do his job and get a fresh team in to watch the money. They all have
a history of wasting taxpayer dollars.
